COP16/CMP6 is the 16th edition of the Conference of the Parties to the United Nations Framework Convention on Climate Change, and the 6th Conference of the Parties serving as the Meeting of the Parties to the Kyoto Protocol. "Parties" means those national States that signed and ratified these two international treaties, obliging themselves to observe and comply with their content in terms of international cooperation against climate change. The UNFCCC has 194 States parties and its Kyoto Protocol 184. In accordance with article 7 of the Convention, the Conference of the Parties, as the supreme body, is mandated to take the necessary decisions to promote its effective implementation.
The name COP refers in English to the meetings of the Parties to numerous international treaties ("Conference of the Parties"). However, due to the relevance of the issue within the international agenda, the name COP is related to climate change. These conferences are held annually between the months of November and December. It is the Secretariat of the Convention that organizes them in accordance with the standards of United Nations meetings. Additionally, throughout the year the participants carry out preparatory work sessions in different venues.
The United Nations Framework Convention on Climate Change provides for two general categories of participants: States Parties and Observers. The latter are divided into Intergovernmental Organizations and Non-Governmental Organizations (Article 7, paragraph 6), which must be registered and accredited to the Secretariat of the Convention in order to participate in the Conferences. Only representatives of admitted organizations may attend meetings of Convention bodies as observers.
