The Ministry of Mines and Energy, MME, issued 2 resolutions that change history in the regulation of the Wholesale Energy Market. The first was MME Resolution 40791 of 2018 in which the rules for the long-term contracting auction for electric power generation projects are defined. According to this standard, the contracts will be valid for 10, 15 or 20 years and seek to enable the development of unconventional sources, that is, solar and wind generation projects, mainly.
The second resolution issued by the MME was Resolution 40795 of 2018, through which the first long-term electricity contracting auction is convened in which projects for the generation of non-conventional sources of renewable energy may participate.
Although it is pending that the basic specifications are defined and the specific conditions are highlighted in the new standard the following: The amount of energy that is required and will be put up for auction is 3,443. 000 MWh - Year. 4 criteria were defined that will be subject to qualification in the auction, these criteria are the following: (i) resilience; (ii) complementarity; (iii) regional energy security and; (iv) emission reduction. On the other hand, the contracts that will be awarded will be valid for 10 years. Finally, the start date of the obligations of the generation projects that are awarded in the long-term energy contracting auction will be December 1, 2022.
These 2 resolutions, together with Resolution CREG 083 of 2018 are the letter of invitation to participate in the electricity auction. So it becomes the perfect time for existing and, especially new, energy generating agents to participate in the Wholesale Energy Market in Colombia.
