Law 17/2007 abolishes, as of January 1, 2009, the electricity tariff system, and provides for the establishment of tariffs of last resort, which are maximum and minimum prices established by the Administration for certain consumers, for whom the electricity supply is conceived as a universal service, as contemplated by the Directive.

Royal Decree 485/2009, of 3 April, which regulates the start-up of the supply of last resort in the electricity sector establishes that as of 1 July 2009 the comprehensive electricity tariffs are extinguished. It also establishes that final consumers of electricity connected in low voltage whose power can benefit from the last resort tariffs. contracted is less than or equal to 10 kW. However, this power limit may be modified by order of the Minister of Industry, Tourism and Trade.
In Royal Decree 485/2009, of 3 April, which regulates the implementation of the supply of last resort in the electricity sector, it is established that the following energy marketing companies will assume the obligation to supply the last resort of electrical energy, throughout the national territory:
a) Endesa Energía XXI, S.L.b) Iberdrola Comercialización de Último Recurso, S.A.U.c) Unión Fenosa Metra, S.L. d) Hidrocantábrico Energía Último Recurso, S.A.U. e) E.ON Comercializadora de Último Recurso, S.L.
Publication of the list of marketers by virtue of the First Transitory Provision of Royal Decree 485/2009, of April 3, which regulates the implementation of the supply of last resort in the electricity sector
In the aforementioned Royal Decree 485/2009, it is established that, within 30 working days from the entry into force of said Royal Decree, the CNE must publish and keep updated the list of marketing companies that wish to be included in it. Prior to this period and, in order to reconcile the provisions of Article 6 and the first Transitional Provision, the aforementioned list of electricity marketers is published below.
