The consortium formed by the company MIYABI and the National Center for Renewable Energies (CENER), has been awarded in the public tender convened by the Ministry of Industry to develop energy certification procedures for existing buildings in Spain.
The public tender has been called through the Institute for the Diversification and Saving of Energy (IDAE), and has been attended by 17 groups formed by companies, technology centers and universities in Spain. The IDAE has awarded this tender to the joint venture formed by CENER and MIYABI, bodies that are already designing the procedure and the computer program that will be used in the energy certification of all the buildings (homes, offices, tertiary,...) already built in Spain.

As is known, since 2007 and according to the European Directive, all new buildings in Spain must incorporate energy saving measures and energy certification. In addition, the central government is finalizing the regulations that will oblige existing buildings in Spain to have an energy certification. This certification will be similar to the one that already exists for appliances, which have A-G levels to certify degrees of efficiency, and will come into force at the end of 2009 or the beginning of 2010.
The award to the UTE MIYABI - CENER of the certification procedures has great social, economic and environmental significance, due to different aspects:
1. The scope of the award, which covers homes, offices, shops or hospitals throughout the country. (According to data from the Bank of Spain, only the existing housing stock in Spain reaches 25.5 million.)
2. The residential and services sector accounts for 30% of final energy consumption expenditure in Spain (source: IDAE). Hence the importance of influencing the means of efficient use of energy in this area.
3. The application of saving measures in buildings will be an element of generating economic activity and employment in different sectors. The forecasts managed by MIYABI is that the process of energy certification of buildings in Spain may mean the creation of 30,000 jobs only in the case of certifiers. (Building certifiers will be trained through a training plan to be developed by CENIFER).
4. This award reinforces Navarre's leading position in renewable energy and savings, two of the fundamental pillars of the Energy Policy of the Government of Navarre in recent years.
Computer tool
It is a practical, fast and simple software that allows to obtain the energy rating of the building and carry out a study of the most efficient energy saving measures in each case. Professionals in the sector will be able, immediately, to carry out a study of the most efficient measures on the target building to improve its rating and reduce itsCO2 emissions. Thus, the application becomes a dynamic guide of concrete recommendations for the target building.
CENER
The National Center for Renewable Energies of Spain is a technological center specialized in applied research and the development and promotion of renewable energies. CENER has more than 200 researchers and is active on five continents. The Board of Trustees of CENER is composed of the Ministry of Science and Innovation, Ciemat, the Ministry of Industry and the Government of Navarre.
It develops its activity in six areas of work in the field of wind, solar thermal and solar photovoltaic energies, biomass, bioclimatic architecture, and integration into the renewable energy grid. Its headquarters are located in the City of Innovation (Sarriguren), although it has offices in other parts of Spain. It has modern accredited laboratories and facilities at European level, such as the Wind Turbine Test Laboratory (located in Sangüesa), a biomass laboratory, a laboratory for testing thermal panels and photovoltaic modules, as well as a laboratory for materials and processes of photovoltaic cells.
MIYABI
It is a company owned by the Government of Navarre, through Sodena. Founded in 2001, the company's corporate purpose is the promotion of energy efficiency, rational use of energy, and integration of renewables, in homes and bioclimatic urban spaces designed in order to achieve a sustainable energy system, while maintaining the balance of ecosystems and promoting economic development. Its shareholders also include Acciona, IDAE, Fundación Metrópoli and Vinsa.
