Photovoltaics deliver in Congress 10,000 letters from producers affected by the "retroactive" cut

The photovoltaic associations deliver today in the Congress of Deputies 10,000 letters from producers affected by the "retroactive" cuts included in Royal Decree 1565/2010 of November and in Royal Decree Law 14/2010 of Last December 23, announced the leaders of the Photovoltaic Business Association (AEF).

In a meeting with the press organized by the Association of Economic Information Journalists (Apie), the president of AEF, Juan Laso, showed his confidence that the political parties will reject next week the royal decree law in Congress or at least agree to process it as a bill to "introduce modifications that make it more bearable."

The photovoltaic associations have announced a campaign of resources before all possible instances, including the European Commission, against the royal decree of November, in which the period of receipt of premiums is reduced to 25 years, and against the royal decree law of December, in which the number of hours entitled to remuneration is limited by about 30%.

The vice president of AEF, José Luis Martínez Martín, explained that in the appeals, some addressed to the Supreme Court, "there is no possibility of requesting precautionary measures" to immediately stop the rule and that, in the case of the November decree, the demands will be delivered before January 24, which is the deadline of two months to appeal it.

ADMINISTRATIVE COLLAPSE.

In addition, he predicted a "real administrative collapse" from September, which is the date on which about 50,000 plants will have exceeded the limit of hours entitled to premium, will begin to suffer economic problems and will begin to present individual resources.

On the other hand, Laso demanded that, for future installations, the Government allow the installation of 500 megawatts (MW) per year, well below the 2,500 MW of 2008, but double the current 250 MW. These new plants, as already contemplated, can operate with lower premiums, since the production costs of the sector have fallen by 70% in just two years.

This cut to future plants, he explained, cannot be applied to the old ones, those of Royal Decree 661/2007 and affected by the "retroactive" decrees, since the previous facilities have "a sunk cost" and have not been "repowered", precisely because the Government, far from allowing this option, has related it to fraud in the sector.

PHOTOVOLTAIC FRAUD.

On the issue of fraud, Martínez Martín was in favor of ending any irregularity and regretted that the Executive "has not done anything to pursue it", despite approving the royal decree on traceability in which the bases for it are established. "Why isn't he developing the royal decrees?" he asked.

"The accusations of fraud are the great sophism of the energy sector, in which we are presented as pirates and scammers, when we are the main interested in combating it," said the vice president of AEF, who was in favor of "having reduced the cost of photovoltaics" through the fight against alleged irregularities, instead by cutting premiums.

In this line, Laso said that "since April a terrible campaign was launched in which renewables have gone from being the axis of government policy to the culprit of the tariff deficit." In addition, he reiterated his complaint that photovoltaics, which accounts for 10% of the cost of the electricity system, has had to assume 60% of the cuts. (EUROPA PRESS)
