This measurement system, common to all countries, was presented in April by the UN Environment (UNEP) and Human Settlements (UN-Habitat) Programmes.
UNEP explained that measuring emissions does not slow global warming, but it does serve to quantify the need to support policies, as well as to access financing to combat this phenomenon.
The director of the World Bank, Zoubida Allaoua, assures that this common measurement system is the first step for localities to become aware of their emissions, design better policies, as well as communication plans to keep citizens informed.
