
Compared to 2007, a reduction of 6.2% below the Kyoto-year emissions base for the EU-15 was achieved in 2008, and 10.7% below the 1990 level for the EU-27.
Most of the decline in emissions was due to the decline in fossil fuel combustion in energy, industry and transportation. But these decreases also depend on the economic recession, since this led to the reduction of industrial production, the lower consumption of energy in industry and the decrease in the transport of goods.
The decline also occurs in the verified emissions of the EU ETS (Emission Trading Scheme) for 2008, in total of the EU-27 emissions were reduced by 3.9% between 2007 and 2008.
