Spain. In order to adopt a new plan of energy saving and efficiency measures, the Ministry of the Presidency, Relations with the Courts and Democratic Memory published the Official State Gazette (BOE), where a reduction in energy consumption in public buildings was announced with the use of air conditioning in 27°C for the summer season and 19°C for winter.
This decision is largely due to "the invasion of Ukraine by Russia, which has meant a new scenario, not only geopolitically, but has raised the price of fuels in Europe to historic levels and has highlighted the risks of high energy dependence."
"The price of natural gas which, due to the design of the European electricity market largely determines the price of electricity, has multiplied by five in a year, increasing by 25% since the beginning of the invasion and oil has practically doubled its price during the last year, increasing by 20% since the end of February 2022", says the BOE.
On the control of temperature conditions, the BOE underlines the following:
The objective of this measure is to reduce energy consumption in air-conditioned premises by limiting temperatures, not exceeding 19.ºC when it is necessary to use heating or being below 27.ºC when it is necessary to cool, when conventional energy consumption is required, whenever technically possible. The implementation of systems that allow the incorporation of temperature control will be promoted, in accordance with what is regulated in IT 3.8 of the Regulation of Thermal Installations in Buildings (RITE).
The actions that will be implemented are the following:
– Establish a follow-up by those responsible for the energy management of the building of compliance with the limit values of temperature and humidity, so that the air conditioning of the premises occurs with the lowest energy consumption, making use of free-cooling systems.
– The installation of automatic on and off elements and lighting and temperature control.
