United States. The U.S. Department of Commerce has announced an affirmative final determination in the anti-dumping investigation of imports of hydrofluorocarbon (HFC) mixtures and components from the People's Republic of China.
Anti-dumping legislation provides U.S. companies with a mechanism to seek relief from dumping of imports into the United States. Dumping occurs when a foreign company sells a product in the United States at less than its fair value.
The mandatory respondents, International Trade Co. Ltd./Shandong Dongyue Chemical Co. Ltd. (collectively, Dongyue) and T.T. International Co. Ltd, were allocated definitive dumping margins of 216.37% and 101.82%, respectively. Parties that were classified by separate ranges were assigned a final dumping margin of 101.82%. The rest of The producers/exporters in China were allocated the final China-wide dumping margin of 216.37%.
The investigation was initiated by a petition from the American HFC Coalition and its individual members, which include Amtrol Inc., Arkema Inc., Chemours Co. LLC FC, Honeywell International Inc., Hudson Technologies, Inc. Mexichem Fluor, and Worthington Industries Inc.
The U.S. International Trade Commission (ITC) is scheduled to make its final determination on August 1, 2016.
If the ITC issues a final affirmative determination for the claimant companies, the Department of Commerce will issue an anti-dumping order. If itc makes a negative determination, the investigation shall be terminated.
