United States. The Institute of Air Conditioning, Heating, Refrigeration (AHRI) has published the research project AHRI 8018: Review of Refrigerant Management Programs. This project examined refrigerant handling and recycling programs implemented in key regions of the world, evaluated their effectiveness, and determined best practices that relate to the refrigerant landscape in the United States.
The report provides detailed information on seven primary jurisdictions: Australia, Canada, California, the European Union, Japan, the United Kingdom, and the United States. It also includes a high-level review of activities in China and Brazil. Major areas of research include characterizing current processes for OEMs, contractors, end users, and reclaimers to handle refrigerants, how and where refrigerant recycling occurs, and the amount of refrigerants ultimately destroyed.
"This report is the culmination of the largest effort ever attempted to determine the refrigerant on a global scale," said Karim Amrane, AHRI's vice president of regulatory and international policy. "The information it contains will be of great value as the world approaches the phase-out of HFCs and their replacement in the coming decades."
Navigant Consulting Inc. conducted a literature review and interviewed key personnel in the jurisdictions targeted to develop the detailed content of this report. The research covered standards, roles and responsibilities, funding sources, incentive and enforcement mechanisms, performance, refrigerant recovery, monitoring and reporting, advocacy, training, and the flow of refrigerants in the nine jurisdictions.
