The IDAE will support the ecological vehicles acquired for Renting contracts

The aid will be transferred entirely to the clients who formalize the contracts, who will know their concession and amount previously.

The leasing companies that signed the agreement are committed to investing more than 37 million euros in more energy-efficient vehicles, whether hybrid, gas, electric, or hydrogen.

In total, the aid granted by the IDAE amounts to 4.2 million euros.

 

 

The IDAE has signed an agreement with seven renting companies associated with the AER to support the incorporation of more energy-efficient vehicles acquired to formalize lease contracts to the national park. These grants will total 4.2 million euros, and the leasing companies that have signed it are committed to carrying out investments in this type of vehicle worth more than 37 million euros under the IDAE Strategic Projects Program of the 2008-2012 Action Plan of the Energy Saving and Efficiency Strategy in Spain (E4).

Through this agreement, the leasing companies will transfer the IDAE aid in full to customers who have formalized operations through this formula, and who use the most efficient technologies, whether hybrid, gas, electric, or hydrogen. Customers will know prior to the acceptance of the offer the possibility of benefiting from these aids and their amount. As reflected above, the aid adds up to a certain amount that renting companies will have to control and apply to their customers based on the available balance.

The IDAE has set the amounts that will correspond to each technology according to the following table:

(*) Always with the upper limit of 15% of the cost of acquiring the vehicle.

(1) A Type I Hybrid is a hybrid vehicle with a single electric traction capacity by means of a specific and voluntary drive by the driver and emissions of less than 140grCO2/km. for 2008, reducing by 10 grCO2/km. each consecutive year.

(2) A Type II Hybrid is a hybrid vehicle with no electric single traction capacity voluntarily by the driver and emissions of less than 140grCO2/km. By 2008, reducing by 10 grCO2/km. every consecutive year

(3) Vehicles powered by CNG or LPG with emissions below 170 grCO2/km. in 2008, reducing by 10 grCO2/km. each year

(4) Vehicles without internal self-recharge (BEV: Battery Electric Vehicle)

(5) Vehicles plugged into the grid with the possibility of internal self-recharging and with a minimum autonomy in electric mode of 48 kms (PHEV>Plugged-in Hydrid Electric Vehicle 30 miles or more).

(6) Hydrogen vehicles with fuel cell. Hydrogen with combustion engine are not included.

Enrique Jiménez Larrea, general director of IDAE, affirms that: "the participation, for the first time, of renting companies in an IDAE program is excellent news due to the important communication and dissemination component that this sector has. This collaboration will allow us to get our messages in favour of energy efficiency in transport to a large number of companies and vehicle users."

Jiménez Larrea adds: "Considering that the automobile accounts for 15% of energy consumption in Spain, these initiatives in support of new, more efficient technologies in vehicles should contribute to reducing oil imports and the negative environmental impacts of this sector."

For his part, Agustín García Gómez, president of the Spanish Association of Vehicle Renting (AER), points out the following: "that a group of companies assume in these economic moments such adverse investment projects of this type is an important challenge that says a lot in their favor. But this merit does not belong only to the signatory companies. This action from which renting clients will benefit would not have been possible if the IDAE had not adapted its procedures so that the aid reached tenants, renting clients, in an easy and effective way. The IDAE has perfectly understood the importance of collaboration with companies in the sector for the fulfillment of its purposes"

García adds: "the intense dialogue he has maintained with the renting sector has concluded with the achievement of the appropriate procedures so that this sector can offer subsidies to its customers, while the IDAE will ensure compliance with the obligations imposed by the Law for the granting of subsidies, without having to resort to the real beneficiary of these aids, the renting client. We move from words to deeds. Under the 2009 resolution, it is expected that other leasing companies will join this project."

This agreement responds to the social commitment acquired by the AER to promote the use of vehicles of greater energy efficiency within the sector, and which has materialized in the subsidies set by the IDAE.

 

Collaborating companies of the IDAE

The leasing companies that have signed the agreements become part of the group of collaborating companies of the "Save Energy" Program of the IDAE, which was born with the purpose of promoting all those actions, projects and programs that are carried out in the field of implementation of the measures foreseen in the Action Plan 2008-2012 of the E4.

 

Procedures for the materialization of the agreement

The leasing companies that have signed this agreement have submitted an investment and aid plan, which has had to be certified by an independent entity accredited by ENAC (National Accreditation Entity). Once these plans have been certified, they have been sent to the IDAE, whose Technical Evaluation Committee has had to study, analyze and decide within the set of projects presented. All strategic projects submitted by renting companies have been approved by the IDAE.

Finally, the renting companies have had to provide a bank guarantee as a commitment that these investments will be carried out in the period considered, since, otherwise, the funds that the IDAE has reserved for these purposes, could be used for other projects.

In this way, companies and individuals who use renting will be able to access these aids for the use of ecological vehicles, and will not have to worry about arduous procedures, since it will be the renting companies that will be in charge of the process.
