The rate with which each megawatt of photovoltaic production is incentivized will have registered a decrease of 70% in four years once the last regulatory modification enters into force, which contemplates cuts of 45% for new soil plants, 25% for large roof plants and 5% for small roof plants, said the spokesman of the Association of the Photovoltaic Industry (Asif), Tomás Díaz.
During a conference on Renewable Energies in Europe and North Africa organized by Unidad Editorial, Díaz also said that, after the latest cuts, the photovoltaic premium is already approaching 170 euros per megawatt hour (MWh), below the range of between 270 and 460 euros per MWh recommended by the European Union for 2020.
"The reduction is being very aggressive. In January they already fell on average by 10%, and in July by 12%, and it has also done so in October, and it could do so by 13% in January, "said the spokesman, who also estimated at 100 megawatts (MW) photovoltaic that will have been built in 2010 in Spain, compared to 7,000 MW in Germany. A further 250 MW is planned for 2011 to be installed.
The Asif spokesman said that every year there is "a different change" in regulation and that "the market is dying" in this environment. For this reason, he called on the government to "clear the uncertainty as soon as possible."
Another factor that, in his opinion, contribute to the "black scenario" of photovoltaics is the campaign undertaken against it by the "electricity lobby", which has made "nobody want to know anything" about this technology and that banks are reluctant to grant loans.
"'LOBBYING' PAMPHLETS".
For his part, the president of the Photovoltaic Business Association (AEF), Juan Laso, also charged against the "'lobbying' pamphlets" that "harm" the development of photovoltaics and asked that "the reasons be remembered" why it was decided at the time to support this technology.
Faced with the argument that photovoltaics trigger the tariff deficit of the electricity sector, Laso recalled that in the year of greatest mismatch, 2008, photovoltaic premiums had a lower incidence and assured that, below 200 euros per MWh, this source could contribute to make electricity cheaper.
"UNCERTAINTY" AND "REGULATORY RISK".
Laso described as "infinite" the current "regulatory risk" and asked the Ministry of Industry to "correct" this circumstance, because "today there is no certain value for any photovoltaic installation."
For his part, the secretary general of the association of solar thermal companies Protermosolar, Luis Crespo, also alluded to the "important uncertainties" suffered by his sector, since, despite having agreed with Industry a new regulatory framework, he still does not know "how or when the new royal decree will be published".
