The president of the Wind Business Association (AEE), José Donoso, warned of the "risk of loss of competitive leadership" of Spain in the wind sector and attributed this circumstance to aspects such as the "fifteen-month break" caused by regulation and the "contradictory" model of the autonomous communities.
During the Renewable Energy conferences in Europe and North Africa, organized by Unidad Editorial, Donoso highlighted the "strong competition of Asian countries" and the "displacement" of leadership in wind from Europe to the United States and China. In fact, this second country will be ranked this year as the second with the highest wind power, behind the United States and ahead of Germany, Spain and India.
In addition to the Spanish regulatory "stoppage", Donoso alluded to the "problem of the contests of the autonomous communities", in which "priority is given to those who arrive from outside" and offers new industrial plans, to the detriment of companies that are already installed in the region and "can not do more".
This "peculiar philosophy" of the regional governments, he said, causes a "curious conjuncture" in which "Spanish companies are very internationalized, while the Spanish market is for foreign companies." "This situation causes a paradox, and someone would have to consider how to solve it," he added.
On the other hand, Donoso said that wind energy is a sector of "bottom corridors" and not "pelotazo", and regretted that recently the Subcommittee on Industry of congress that studies the energy strategy for the next 25 years made an "attempt" to cut to one tenth, up to 500 megawatts (MW), the objectives of PREPA for offshore wind, of 5,000 MW.
During his speech, Donoso considered "clearly insufficient" this objective of the Subcommission and was more receptive to the 3,000 MW in 2020 collected by the Ministry of Industry in the National Action Plan for Renewable Energies (Paner), in which a total of 38,000 MW of wind are programmed, 35,000 of them on land.
MORE RENEWABLE THAN CONVENTIONAL.
For his part, the head of international relations of the Association of Renewable Energy Producers (Appa), Mischa Bechberger, said that in 2011 "for the first time" more renewable power will be installed worldwide than conventional. In addition, renewables will attract for the second consecutive year more investments than ordinary sources of generation.
Bechberger reviewed the forecasts for the development of renewables in Africa and Europe. The first of these two continents has a potential of 7,000 MW of wind power and 13,000 MW of photovoltaic power by 2030, while in Europe a target of 20% of renewables in final consumption in 2020 has been set, which, according to the compendium of national plans, will place the share of these sources in the electricity generation matrix at 36%.
