The Association of Promoters and Producers of Renewable Energies of Andalusia (Aprean) "condemns the change of the rules of the game" for solar energy imposed by the Ministry of Industry, Tourism and Trade through Royal Decree Law 14/2010 of December 23, on urgent measures for the correction of the tariff deficit of the electricity sector, since "it clearly harms the areas with the highest number of hours of radiation and better quality of it, such as Andalusia that is seriously discriminated against with respect to the rest of the regions of Spain".
In a note, Aprean makes it clear that the decree "not only retroactively attacks the legal security of renewable energies, in general, but that photovoltaic energy, in particular, requires an additional effort" during the next three years with the imposition of a limitation of hours that in practice "will imply a loss of income of more than 40 percent for Andalusian facilities, only in the period from 2011 to 2014."
Thus, it rejects a measure that supposes such a "flagrant discrimination" to Andalusia and that also affects the facilities "that work best" and that are in the locations of Spain most suitable for solar energy. However, the areas of "worst resource" and, therefore, where the facilities are "less efficient, are not as affected and the impact is much lower".
"Aprean regrets that this decree, which once again changes the rules of the game to investments that have already been made, will leave many savers without the ability to face the credits they had requested for the facilities," he stresses.
The president of Aprean, Mariano Barroso, explained that "it penalizes, therefore, those who invested in the long term, those who opted for more efficient facilities, probably more expensive but that would produce more and supposedly give greater profitability". "In short, good maintenance and the commitment to research that allows us to get more out of solar energy are penalized," he concludes. (EUROPA PRESS)
