Spain. The acting Prime Minister, Pedro Sánchez, and the Secretary General of the United Nations, Antonio Guterres, inaugurated on December 2 the Conference of the Parties to the United Nations Framework Convention on Climate Change, COP25, attended by delegations from 196 countries.
The highest representatives of the European Union and various international institutions also participate.
A representation that the Spanish organization considers "very relevant and of great value" especially after the change of headquarters communicated only a month ago, when many participants had their travel plans finalized and none had planned in their agenda to travel to Madrid. Spain, at the proposal of the acting Prime Minister, Pedro Sánchez, has taken on this challenge, approved by the UN on November 1, in record time given that the usual deadline for previous conferences has been at least one year for its preparation.
The opening session on Monday was attended by all the countries of the world, fifty of them represented by their heads of state or government, all the presidents of the institutions of the European Union and a large representation of Latin American countries. From Europe, fifteen prime ministers attended, from France to Portugal. From Latin America arrived, among others, the Argentine president, Mauricio Macri, and the Ecuadorian Lenin Moreno.
From the United States, a country that has announced its withdrawal from the Paris Agreement, came a delegation of 16 congressmen and senators, led by House Speaker Nancy Pelosi. Its prime minister, Nasser Bourita, traveled from Morocco. The Summit will also be attended by the highest representatives of international institutions such as the Organization for Economic Cooperation and Development (OECD), the Inter-American Development Bank (IDB) and representatives of the new European Commission, headed by its president, Ursula Von der Leyen, and with the presence of Josep Borrell, High Representative of the Union for Foreign Affairs and Security Policy, as well as the President of the European Council, Charles Michel, and the President of the European Parliament, David Sassoli.
