Mexico. To conclude his working tour of Vienna, Austria, Rafael Pacchiano Alamán, Secretary of Environment and Natural Resources, participated in the third extraordinary meeting of the Parties to the Montreal Protocol (ExMOP 3) where the control of the production and consumption of Hydrofluorocarbons (HFC) was analyzed. based on the Dubai Roadmap.
During a ministerial discussion table, Pacchiano Alamán pointed out that at the last Summit of Leaders of North America, Mexico, the United States and Canada committed to develop actions to reduce HFCs, among other short-lived pollutants.
In the presence of Minister Catherine Mckenna of Canada and Administrator Gina McCarthy of the United States, the Mexican official said that "Mexico is a strong proponent of an amendment to the Montreal Protocol to regulate the production and consumption of hydrofluorocarbons (HFCs) because we are convinced of the technical and economic capacity of this valuable international instrument to carry it out."
The Measures of the Protocol have had a dual benefit effect, as they have not only protected the ozone layer, but have avoided between 4% and 7% of total greenhouse gas emissions, i.e. the Montreal Protocol has probably been the most effective measure to combat climate change, said Secretary Pacchiano.
He stressed that to adopt an amendment like this, sufficient financing must be considered to cover costs, have greater energy efficiency and minimize impacts on the environment.
Finally, he reiterated the call to take urgent and substantive measures: "Let's make the Paris Agreement via Montreal a reality. Let us not waste the opportunity afforded by an amendment to the Protocol."
Later, the head of Semarnat met with the members of the "Coalition for a high ambition", created during the Conference of the Parties on Climate Change (COP21), and assured that Mexico has fully complied in a timely manner with its international commitments on climate change and protection of the ozone layer, this has resulted in laws, policies, programmes and projects at the national level.
"Mexico is ready to work with all stakeholders to reach an agreement this year on HFCs. "I am convinced that, just as we did in Paris, this Coalition will achieve it."
Likewise, the Secretary of Environment held a bilateral meeting with the Minister of Agriculture, Forests, Environment and Water Management of Austria, Andrä Rupprechter, to whom he presented the details of the COP13 on biodiversity, to be held in Mexico in December. In addition, they exchanged experiences in policies and technologies on solid waste management.
