Honduras. As the object of strong accusations, a technical study by the World Bank (WB) on the generation of solar energy in the Central American country is being analyzed.
The research of experts from that international financial organization seeks to support the ENEE with a formula for the payment of the incentive of three cents of dollars to solar plants, as well as the definition of other aspects of a technical nature.
Why the questioning of the WB? Several solar project executives told local media El Heraldo that the World Bank cannot be a judge and party on this issue, since its financial arm – the International Finance Corporation (ICF) – is the financier of several plants operating in Choluteca and Valle.
"The World Bank is involved in a conflict of interest since the ICF financed one of the plants that has submitted the greatest claims to the ENEE," said one of the interviewees, who did not specify the name of the project.
Among the aspects evaluated by the formula for the payment of the incentive is the installed capacity of the project and the deadline for the commercial operation of the plant, which was August 1, 2015.
